Chief prosecutor Olsian Çela says Cannabis cultivation increased in Albania and there are no Police reports

 Chief Prosecutor Olsian Çela criticizes the state police for the lack of reports showing the reasons for the increase in cannabis cultivation in the country.

In an online report to the Law Commission, Cela said cannabis cultivation has grown to four regions: Vlora, Kruja, Shkodra and Gjirokastra. He stressed that the co-operation between police and the prosecution is flawed.

"This is a phenomenon in some regions. We have noticed an increase in cannabis cultivation in the districts of Kruja, Vlora, Gjirokastra, probably Shkodra where the problems are constant. Why has this phenomenon increased? In fact, I will make a preliminary analysis not only within the structure of the Prosecution but also the State Police, to understand what were the preventive measures on their part in these counties.

What was the response of the Prosecution in relation to the references they made and how was the efficiency of cooperation between the Prosecution during 2019? I say this because are precisely these elements that based on the analysis I conducted in the judicial districts I asked the prosecutors to record, and nothing was identified. Today, there is no official document compiled by the State Police and the Prosecution to analyze the reasons why it happened," said the Chief Prosecutor Çela.
