Albanian prisoners gain temporary freedom due to COVID-19

Because of the situation created by the COVID-19 pandemic, some of the prison inmates will be able to return to their homes until this situation passes. The normative act of the Albanian Government defining the categories of beneficiaries is published in the official journal.


This normative act stipulates that the period of stay in the home may last up to 3 months and be termed as part of the sentence. The criteria for the benefits of the special permit are inmates who have 3 to 5 years left to serve, over 60 years of age or those suffering from chronic illness and endangering their lives.

During his temporary stay at home with a special permit, the convict is obliged not to leave the house, without prior approval by the local structure of the State Police, to maintain regular contacts with the local structure of the State Police as and implement specific measures for the prevention of infectious diseases adopted by the responsible state authorities.

But there are some other categories that, despite being eligible, do not benefit. This is because the convicted persons for crimes against humanity, crimes against life, willful crimes, sexual offenses, offenses against the freedom of the person, offenses against children, offenses against property, etc. have been excluded from the special homestay.

Also do not benefit those convicts who have received disciplinary remark in the last six months or if presents a social risk or has consequences for the public order and safety.
