Development Permit Approved in 2024
According to official documents, the development permit for the project was approved on July 31, 2024.
The project was subsequently included in documentation from the Albanian Development Authority (AZHT) concerning the procedure for obtaining the construction permit.
This distinction is important.
A development permit establishes the planning framework for a project, while the subsequent construction-permit process concerns the authorization required to actually carry out the construction works.
For a project of the size and complexity of Grand Park Skyline, the transition from an approved development concept to actual construction is therefore a key stage to follow.
What Happens to Existing Properties?
One of the most important unanswered questions concerns the properties and existing buildings located within the area planned for the development.
The proposed site includes existing properties, making the agreements reached with affected owners a matter of particular public interest.
Several questions deserve clear answers:
What agreements have been reached with property owners?
How many properties are affected by the project?
What are the terms and deadlines of those agreements?
What happens to residents whose homes or buildings fall within the development area?
These are not questions that can be answered through architectural renderings or promotional presentations.
They require access to the relevant contracts, property documentation, planning decisions and other official records.
Financing and Construction Timeline
Another issue concerns how a development of this scale will be financed and implemented.
Grand Park Skyline involves three high-rise towers, one of which is planned to reach 71 floors, together with a luxury hotel. Such a development requires substantial investment and a clearly defined construction schedule.
A publication from 2025 indicated that the project was expected to be completed in 2030.
But as the project moves through the permitting and implementation stages, the more relevant question is how much of that original timetable has actually been translated into binding commitments.
Has construction begun?
What are the contractual deadlines?
When is the first tower expected to rise?
When is the hotel expected to be completed?
And is 2030 still the operative completion target?
From Renderings to Reality
Grand Park Skyline may become one of the most prominent additions to Tirana's rapidly changing skyline.
The combination of three high-rise towers and a hotel associated with the Plein brand gives the development an international profile, while its location places it within one of the capital's most rapidly developing urban areas.
But the larger the project, the greater the need for transparency.
For Grand Park Skyline, that means clear information about property ownership, agreements with affected owners, development and construction permits, financing, construction deadlines and the project's actual implementation schedule.
The public has already seen the renderings.
The next stage is to see the documents and, eventually, the construction itself.
The central question now is straightforward:
When will construction of Grand Park Skyline actually begin, and when will the promises made about the project become reality?
