Albania’s Special Prosecutor’s Office (SPAK) has sent four people for trial before the Special Court of First Instance, accusing them of the kidnapping and murder of a citizen identified by the initials R.D. The incident took place on July 8, 2025.

According to SPAK, they have been charged with “kidnapping or hostage-taking,” committed in cooperation as part of a structured criminal group, as well as “structured criminal group” and “commission of criminal offenses by a criminal organization and structured criminal group.”
Investigators allege that the four defendants acted in a coordinated manner to locate, abduct and hold R.D. hostage.
SPAK says that security camera footage, GPS data from rented vehicles, telephone records and other evidence enabled investigators to reconstruct the suspects’ movements in the Burrel area and along the Klos–Zenisht road.
According to the investigation, R.D. was spotted near the “Mat Bridge” while traveling in his Mercedes-Benz. He was allegedly followed by a Hyundai Santa Fe carrying Petrit Hoxha and Kristë Bushgjokaj. SPAK alleges that the two then alerted Fation and Aleksandër Bushgjokaj, who were traveling in another vehicle, a Range Rover.
The pursuit allegedly continued to “Kroi i Suçit,” where, at around 9:58 p.m., the Range Rover blocked R.D.’s vehicle. According to prosecutors, the victim was forcibly removed from his car and placed inside the Range Rover.
The three vehicles then continued toward Ulëz and Shkopet. SPAK alleges that during this stage, R.D. was assaulted and subsequently killed. According to prosecutors, these circumstances are also supported by the findings of the forensic medical examination.
The victim’s vehicle, together with his body, was subsequently allegedly pushed toward the waters of Lake Ulëz, in an attempt to conceal the crime and destroy evidence.
SPAK says that analysis of vehicle movements, video footage, GPS data, telephone communications and information extracted from mobile devices led investigators to conclude that the alleged kidnapping and murder were part of a structured and coordinated plan.
With the case now sent to court, the Special Court will assess the evidence collected by prosecutors and determine the criminal responsibility of the four defendants.
