Albania's Special Court of Appeal Against Corruption and Organized Crime has rejected an appeal filed by Jamarbër Malltezi and Argita Berisha, leaving in force the seizure of 25 assets placed under judicial control as part of the ongoing "Partizani" investigation.

The properties were seized during the investigation conducted by Albania's Special Anti-Corruption Structure (SPAK) into the controversial privatization of the former Partizani Sports Complex. Malltezi and former Prime Minister Sali Berisha have both been formally charged in connection with the case, while the judicial proceedings remain ongoing.
According to Albanian media reports, the seized assets are valued at approximately €5.4 million. Reports also state that around 35 properties are declared under Jamarbër Malltezi's name in Albania, with an estimated value reaching tens of millions of euros.
SPAK Investigates Properties Abroad
According to the investigation, SPAK has also identified real estate located outside Albania and has examined bank transfers linked to those purchases.
The reported foreign properties include apartments in several European cities, including:
- Munich, Germany – approximately €450,000
- Brussels, Belgium – approximately €395,000
- Rotterdam, Netherlands – approximately €360,000
- Budapest, Hungary – approximately €155,000
According to prosecutors, these figures are based on documented bank transfers reviewed during the investigation. Authorities continue to examine whether additional undeclared assets may exist.
The "Partizani" Investigation Continues
The "Partizani" case centers on the privatization of the former military sports complex in Tirana, one of Albania's most high-profile corruption investigations.
The Court of Appeal's latest decision keeps the asset seizure in place while the criminal proceedings continue. The court's ruling concerns precautionary measures and does not determine the defendants' guilt or innocence, which will be decided only after the judicial process is completed.
