Serwer: Serbia cannot join EU without Kosovo recognition

 Balkans expert Daniel Serwer says that Serbia's membership in the European Union is not possible until all serious issues are resolved . 

"This means the Kosovo diplomatic recognition and the exchange of ambassadors. If does not, I don't know how Serbia can join the EU", says Serwer, a professor at John Hopkins University, in an interview for Radio Free Europe. 

Commenting on the parliamentary elections in Serbia, Serwer says the ruling Prime Minister Aleksandar Vucic, has won support because of his pro-European policy, as the main theme of his campaign. But Serwer also recalled that Vucic was an extreme nationalist in the past and now is set towards European future.

"Many asked why the West is so sympathetic to Vucic? The answer is simple. The secret of the diplomacy is to convince the other party to do what you want. And Vucic is making successfully what EU wants from him," said Serwer.

Vucic has promised to integrate Serbia into the European Union, but, at the same time, tries to preserve deep historical ties with Russia. However, Serwer does not think that Russia could play a serious role in the Balkan region."

Russia has not done such a thing in the 1990s or early 2000s, therefore, I don't think can do it now, given that will face serious financial problems in the next few years," says Serwer .
