The Albanian government has opened public consultation on a new draft law for cinematography and the audiovisual sector, introducing major reforms aimed at attracting international productions and reshaping the country’s creative economy.
According to the draft, authorities plan to establish the National Agency of Cinematography and Audiovisual, a new institution that would manage public funding for film and audiovisual projects, certify eligible production expenses, and oversee state support mechanisms for domestic and international productions. The reform represents one of the most significant institutional changes for Albania’s screen industry in decades.
One of the most notable provisions in the proposed legislation is the introduction of a 35% cash rebate scheme, allowing foreign and local film productions to recover part of their qualified expenses incurred inside Albania. Officials say the incentive is designed to position Albania as a competitive filming destination in the Balkans while creating new employment and investment opportunities across production, post-production, and digital media sectors. Early industry reports had already indicated Albania’s move toward production incentives and fiscal reforms for the film sector.
The draft law also broadens the categories eligible for public support, extending beyond feature films, documentaries, and animation to include television series, immersive VR and AR experiences, post-production projects, international co-productions, and video games. Under the proposal, applications for reimbursement would be reviewed by a dedicated Albanian Film Commission, with financial certification expected through AKKA before final payment authorization.
Another important financial mechanism included in the proposal is the creation of a dedicated audiovisual fund, partially financed through contributions from broadcasters, online platforms, internet service providers, and electronic communications operators. Policymakers argue that the measure could create a more sustainable long-term financing model for Albania’s rapidly evolving audiovisual ecosystem.
