 In Kukes the airport should have been operational by 2017. How the Albanians have been cheated with the liberalization just on paper for the extension of over two-year of the concession with damage to the state budget with over € 30 million.

Kukes Airport should have been in operation since two years, under the plans of the Albanian government which extended the concession of Rinas Airport exactly of why it "accepted" the market liberalization. But today when we talk about four years after the negotiations and 2 years when Kukes Airport should have been operational, nothing has changed and Kukes remains a 3D project, a copy-paste design, while procedures for Vlora airport have been opened in December 2019 .

But how does Rinas continue to be a monopoly on the Albanian market and why trumpeting market liberalization has been done to increase the value of the concession, to which after 20 years of operation were added at least two more years, while the net profits exceed the 15 million euros per year. So de facto the damage caused to the Albanian budget only by the extension of the concession is at least 30m euros, as much as the airport profit in two years, without including the high costs of the tickets.

In 2015 the Rama1 government extended the concession period of Rinas Airport for two more years in exchange for the release of the international flight franchise that this airport had secured with the Nano government. The alibi to extend the deadline by 2 years for a new entrant into the airport services market and by another 0.5 years for the operation of a second airport has already resulted in a maneuver to increase the value of the concessionaire's shares.
