Albanian immigrants may vote by mail or electronically in the future

 All Albanian emigrants living and working abroad will have the opportunity to express their will for their political forces and candidates who should lead their country and city. The Socialist Party has formalized in the Assembly amendments to the Electoral Code, which among other things fulfills an early request of Albanians living abroad, ie the right to vote where they reside. The voting is envisaged to be held via mail, or through the electronic system.

The procedure

The voters who have their permanent residence outside the territory of the Republic of Albania can vote in the General Elections from their place of residence if they have registered at the National Registry of Civil Registry their permanent residence abroad. So that a citizen living abroad should be able to clarify in his National Register of Civil Registers his official address in the country where he lives, but before a fixed deadline, before the date of the elections. In addition must express his / her wish and demand to the Central Election Commission (CEC) to vote and obtain the documentation of the voting from abroad. The request for outside Albania voting shall be notified to the CEC through the CEC contact instruments and it is individual and does not represent the will of the other family members of the applicant, whether or not they live with him. 

CEC after verifying the identity of the applicant, the citizenship and the matching of the contact address with the permanent residence address, according to the National Register of Civil Status, clarifies the voter for the voting. Following this procedure, the CEC requires the General Directorate of Civil Status to include on the voter list from abroad data on voters who have requested to vote from abroad. After the announcement of the final voter list and the approval of the ballot paper, the CEC notifies and, as appropriate, furnishes the documentation to the voter from abroad through Embassy and Consulate. If voting abroad is conducted as a manually vote, the CEC sends the voters through Albanian Post, with the quick delivery service provided by the postal service, the voting documentation (envelopes and ballot) with the instructions for the procedure the voting in force for this type of voting, the instructions for posting the completed ballot paper and the valid deadline for the arrival of the ballot at the CEC and its inclusion in the voting. If voting from abroad is conducted as an electronic vote, the CEC sends to the voters via Albanian Post, with the quick delivery service provided by the postal service, the guide documentation for the procedure of this type of voting.

The voting from abroad is considered by the day the CEC starts the procedures for sending the voting documentation. Regardless of voting, manual or electronic voting, voters' votes from abroad are administered by the CEC, guaranteeing the integrity of the ballot and the secrecy of the vote from any interference with the ballot papers or electronic voting information administered by it. Voting from abroad ends on the day of voting and at the time scheduled to close the polls at polling stations. Upon closure of voting abroad, the CEC cannot accept and no longer counts any ballot papers arriving later. The same procedure and deadlines are followed for electronic voting.
