One million euros for a construction permit. In the framework of the coded operation "LUCIA" is arrested a 41-year-old man.
Klodian Ciruna, resident in Tirana, convicted formerly of fraud, has been arrested.He received an amount of 1 million euros to the citizens of P.K, L.D., and B. H., promising to grant them construction permits and for that he promised to these citizens that he operated with an Attorney Office in Milan (sending fake emails on behalf of the studio and other people).
Also to camouflage his actions and to be more persuasive, Ciruna has made fictional notary contracts and has created temporarily a "Call Center" company with activities in the field of real estate transactions in Albania as well as abroad, which then closed it.

On 05.07.2018, the Specialists for Investigation of Economic and Financial Crime, in cooperation with the Prosecutor's Office of the Tirana Judicial District, in the framework of the police operation coded "LUCIA", detained the citizen:
Klodian Ciruna, 41, resident in Tirana (convicted previously for fraud).
He received from the citizensP.K, L.D., and B. H., an amount of 1 000 000 (one million) euros, promising to provide them with a construction permit and for this reason he promised to operate with one of the Advocacy studios in Milan (sending false e-mails in the name of the studio and other persons).
Also to camouflage his actions and to be more persuasive, Ciruna has made fictional notary contracts and has temporarily created a "Call Center" company with activities in the field of real estate transactions in Albania as well as abroad, and after a while he closed it.
The procedural materials were passed to the Prosecutor's Office of the First Instance Court of Tirana, in charge of the aforementioned citizen, for the criminal offense "Deceit with serious consequences" provided by Article 143/3 of the Criminal Code.
