Albania to Require Airbnb and Booking Rentals to Register on e-Albania

Owners renting out apartments, villas and rooms for short-term stays through platforms such as Airbnb and Booking will be required to register their accommodation units through Albania’s e-Albania government portal and obtain a unique registration code before advertising them online.

The requirement is part of a new draft law on tourism that the Albanian government has submitted for public consultation.

According to the proposed legislation, all accommodation units used for short-term stays must be registered before beginning operations. The registration process will take place through the e-Albania portal, which will generate a unique identification code for each property.

This code must then be displayed in every offer, advertisement or listing published on electronic booking and accommodation platforms.

The draft also introduces additional reporting obligations for property owners. They will be required to register guests electronically and submit monthly statistical information, including the number of visitors, overnight stays, nationalities and ages of guests.

Fines for unregistered short-term rentals

The proposed law предусматри fines for citizens who rent out properties for short-term stays without completing the required registration and obtaining the relevant categorisation certificate.

Under the draft, penalties will depend on the number of rooms:

  • 20,000 to 50,000 lek for accommodation units with between one and five rooms.
  • 100,000 lek for units with between six and 15 rooms.

A fine of up to 100,000 lek may also be imposed for failing to submit the required monthly statistical data electronically.

The penalties could become even higher in cases of repeated violations. If the same administrative offence is committed again within a 12-month period, the fine may reach twice the maximum amount предусмотрed under the draft.

All penalties will be imposed by the authority responsible for tourism inspections, with the proceeds transferred entirely to Albania’s state budget.

If adopted, the new rules would introduce a formal registration and reporting system for short-term accommodation rentals, bringing properties advertised through platforms such as Airbnb and Booking under more direct government oversight.

However, the provisions are still part of a draft law undergoing public consultation and should not be treated as rules already in force.
