PRISTINA, Kosovo — Joe DioGuardi and Shirley Cloyes DioGuardi have officially become citizens of the Republic of Kosovo, in recognition of their decades-long commitment to Kosovo and the Albanian-American community.

During a meeting at the Prime Minister’s Office, Kosovo’s leadership expressed gratitude to Joe and Shirley DioGuardi for what was described as their immeasurable contribution over nearly four decades, from the halls of the U.S. Congress to the work of the Albanian American Civic League.
The meeting also included members of the League’s Board, with discussions focusing on their continued engagement, their commitment to the Albanian cause, current developments in Kosovo and the country’s future.
Joe DioGuardi: An Early Voice for Kosovo in Washington
Joe DioGuardi, the first U.S. congressman of Albanian descent, became one of the prominent Albanian-American voices advocating for the rights and interests of Albanians in the Balkans.
Alongside figures such as Tom Lantos, Bob Dole and Eliot Engel, DioGuardi was among the American political figures who supported the Albanian cause during periods when Kosovo and its people were seeking greater international attention and support.
Through the Albanian American Civic League, which he co-founded with Shirley Cloyes DioGuardi, he continued to campaign for greater recognition of the rights of Albanians and for U.S. engagement with developments in Kosovo.
“Ambassadors” When Kosovo Had No Embassy
The Kosovo leadership described Joe and Shirley DioGuardi as having effectively served as ambassadors for Kosovo at a time when the Republic did not yet have its own embassy in the United States.
Their advocacy took place during some of the most consequential decades in Kosovo’s modern history, particularly as the issue of Kosovo increasingly became part of the international political agenda.
