The investigation is part of a broader anti-corruption effort that has increasingly focused on public officials, local government administrations, and public infrastructure projects. Prosecutors have reportedly charged Isai alongside several other municipal officials connected to procurement and project oversight processes.
One of the most prominent aspects of the investigation concerns the Korçë–Ersekë road project, a public infrastructure investment that attracted significant public attention after a section of the road experienced structural failures shortly after construction. Prosecutors have examined the procurement procedures, project supervision, and implementation of contracts linked to the project.
Reports indicate that the charges include alleged violations of the equality of participants in public tenders, while other individuals involved in the case are also facing allegations related to abuse of office and document-related irregularities. SPAK's investigation has reportedly examined not only municipal officials but also entities involved in project design and supervision.
The case is also linked to additional public contracts within the Municipality of Kolonjë, including projects involving water infrastructure and other public works. Investigators are alleged to have examined whether procurement procedures were conducted in accordance with legal standards governing competition and transparency in public tenders.
The development comes at a time when Albania's anti-corruption institutions are facing increased public scrutiny and expectations regarding accountability in the management of public funds. Several investigations involving current and former public officials have reinforced the central role of SPAK in the country's justice reform process.
As the investigation phase concludes, the case is expected to move into the next stage of judicial proceedings, where the allegations will be examined in court. Under Albanian law, being charged does not constitute a finding of guilt, and all defendants are presumed innocent until proven otherwise through a final court decision.
