Ivana Popović has announced the approval of a new municipal regulation in Ulcinj that bans residents and tourists from walking in swimwear or partially undressed in public areas outside designated beach and swimming zones.
The decision was adopted during the latest session of the Municipal Assembly, as local authorities seek to preserve public order, community standards, and the city’s image during the busy tourist season. According to the newly approved regulation, the ban applies to streets, public squares, promenades, parks, pedestrian areas, and green spaces throughout Ulcinj.
Under the new rules, individuals who violate the dress code could face fines ranging from 350 to 500 euros. Municipal officials say the measure is designed to encourage respectful behavior in shared public spaces, particularly in one of Montenegro’s most visited coastal destinations.
In her public statement, Popović emphasized that the regulation aims to strengthen civic culture, maintain order, and promote respect for communal spaces as tourism activity increases across the Adriatic coast.
Ulcinj, known for its beaches and strong summer tourism economy, regularly welcomes thousands of regional and international visitors, making public behavior and city presentation key priorities for local institutions.
