Albania Receives Just €76.2 Million of €922 Million EU Growth Plan Funding by End of 2025

Albania had received only €76.2 million out of the €922 million allocated under the European Union’s Growth Plan by the end of 2025, according to an audit by the country's Supreme State Audit Institution (KLSH).

The report attributes the delays to the failure to implement reforms required by the European Commission and the lack of finalized agreements governing the administration and distribution of the funds.

The biggest problem concerns financing for investment projects. A total of €228.5 million had been earmarked for this purpose, but no funds had been disbursed by the end of 2025. The delay was linked to the failure to finalize agreements with the European Investment Bank (EIB) and the European Bank for Reconstruction and Development (EBRD).

Meanwhile, Albania is required to implement 95 reform measures across several key areas, including energy, justice, cybersecurity, the business climate and transparency in public finances.

The overall funding package amounts to €922.09 million and consists of both loans and grants. Its disbursement is conditional on Albania fulfilling the agreed reform commitments and receiving a positive assessment from the European Commission.

The audit findings highlight the challenges Albania faces in accessing the financial support available through the EU Growth Plan, with delays in implementing reforms and finalizing financing agreements holding back the release of substantial funds.

The Growth Plan is intended to accelerate economic development and support reforms in Western Balkan countries as part of their path toward closer integration with the European Union.
