Kosovo EU Resolution Passes with 174–58 Vote: European Parliament Urges Reforms, Candidate Status and Banjska Justice Action

 The European Parliament has adopted a resolution on Kosovo with 174 votes in favor, 58 abstentions, and a significant number of votes against, marking a key political message regarding the country’s European integration process.


The resolution expresses regret over what it describes as a “lost year” for Kosovo due to political deadlock and warns that upcoming electoral processes could further delay essential reforms. It also cautions that continued delays may prevent Kosovo from meeting deadlines tied to the European Union’s Reform Agenda and could risk portions of financial support under the Growth Plan.

The draft report, authored by European Parliament rapporteur Riho Terras, states that while elections in 2025 were conducted in an orderly manner, the political environment has been heavily affected by prolonged electoral campaigning, limiting normal institutional functioning over the past 16 months.

The resolution also supports Kosovo’s application for EU candidate status and calls on member states to mandate the European Commission to proceed without unnecessary delays with the preparation of the accession questionnaire, a key procedural step in the enlargement process.

EU Position on Reforms and Financial Support

The document welcomes the lifting of EU restrictive measures against Kosovo, describing them as previously unjustified and inconsistent with Kosovo’s commitment to European values and policy alignment. It further states that such measures had a negative impact on Kosovo’s society and institutional development.

At the same time, the resolution stresses that continued progress on reforms remains essential for maintaining EU financial and political support. It reiterates that the reform process is central to Kosovo’s European perspective.

Dialogue with Serbia and Banjska Attack Accountability

The European Parliament also reiterates that the EU-facilitated dialogue between Kosovo and Serbia remains a key component of the region’s European integration path.
Both parties are urged to cooperate and take all necessary measures to ensure that those responsible for the 2023 terrorist attack in Banjska attack are brought to justice without delay.
