Tirana Land Near Casa Italia Transformed for Kanye West Concert and Green City Towers Project Raises Urban Development Questions

Large Construction Works Begin for Kanye West Concert Stadium on 65,000 sqm Site in Tirana Entrance

A major construction operation has begun on a vast 65,000 square meter area at the entrance of Tirana, near the Casa Italia junction.

The site is being rapidly reshaped ahead of a planned concert by international artist Kanye West scheduled for July 11. Heavy machinery has already started leveling the terrain to prepare a temporary stadium structure with a capacity of around 60,000 spectators.

The speed and scale of the works have drawn attention due to the dual use of the land for both a large entertainment event and potential long-term urban development.

Location of the Casa Italia Junction Development Area Along Tirana–Durrës Highway

The transformation is taking place at one of Tirana’s most strategic entry points, along the Tirana–Durrës highway near the Casa Italia node.

This area connects key traffic flows between the capital and coastal regions, making it highly valuable for both commercial and residential development.

The site’s size is comparable to Skanderbeg Square, positioning it as one of the largest temporary event infrastructures ever planned in the Albanian capital.

Background of the Green City Towers Project and KKRT Construction Permit

Alongside preparations for the concert, reports indicate that the National Territorial Council (KKRT) has issued construction permits for a major development project on the same land.

The project, known as “Green City Towers,” is reportedly planned by the company M.C. INERTE SHPK, owned by businessman Mark Luli.

The development plan includes six high-rise buildings reaching up to 21 floors, alongside hotels and business centers positioned between the highway corridor and the Lana River area.

Heavy Machinery, Stadium Setup, and High Ticket Prices for the Tirana Concert Event

On-site observations indicate the arrival of excavators and construction equipment used to level the ground with inert materials.

The temporary stadium is being prepared for a single large-scale concert event, with estimated production costs reported at around 50 million euros.

Ticket prices for the event range between 99 and 339 euros, highlighting the commercial scale of the production and international interest surrounding the performance.

Urban Development Concerns Over Temporary Stadium and Long-Term Construction Plans

The simultaneous preparation for a concert venue and future high-rise development has raised questions among urban observers about land use strategy in the area.

Critics point to the rapid transformation of previously unused land into a dual-purpose site combining entertainment infrastructure and real estate development potential.

The overlap between temporary event construction and long-term building plans has intensified public discussion on urban planning transparency in Tirana.

Government Position and Official Response on Funding and Project Coordination

Authorities have stated that public funds will not be used for the concert organization, emphasizing that the event is privately financed.

However, public institutions are reported to be involved in logistical support and coordination efforts related to infrastructure and site preparation.

As construction continues, attention remains focused on how the site will transition from a temporary stadium setup to a permanent high-rise complex in the coming years.
