A major fire that engulfed a residential building in the Arlis complex in Tirana has reignited long-standing concerns over construction quality, while leaving residents homeless and authorities under pressure to respond.
The incident has placed the spotlight on Armand Lilo, the figure behind Arlis Ndërtim, who has been declared wanted by police following the incident. Despite the seriousness of the situation, Lilo reportedly made a social media post while being sought by authorities, adding to public scrutiny. The case has also drawn attention due to his family ties to political figure Fatmir Xhafa.
As investigations continue, the construction company issued a statement expressing solidarity with affected residents. It claimed that specialized and legally registered subcontractors were responsible for the building’s façade works, asserting that these were carried out in accordance with required standards. Based on preliminary data, the company stated it does not bear legal responsibility for the fire.
However, the firm added that, within the framework of social responsibility, it has committed to covering the full cost of rebuilding the façade and restoring damaged apartments to their previous condition. This response has been met with skepticism, as residents remain displaced and uncertain about their future, facing the immediate reality of lost homes rather than corporate assurances.
The incident has once again raised broader questions about oversight and accountability within the construction sector in Tirana. While the building was previously considered compliant with regulations, its rapid destruction has fueled doubts about enforcement standards and safety controls. Institutions are now under increasing pressure to clarify not only the cause of the fire but also how such a structure could fail so quickly.
For residents, official statements offer little comfort. Many continue to deal with the consequences of the fire—displacement, financial loss, and prolonged uncertainty—while awaiting concrete answers from both authorities and those involved in the project.
