Kosovo Government Allocates €26 Million to Support Students with €100 Aid and New Mobility Scholarships

In its latest meeting, the Government of Kosovo has approved a significant financial package of €26 million aimed at supporting students across the country. The decision includes €100 direct financial support for all eligible students and the introduction of a mobility scholarship for bachelor-level students who study away from their home cities.

This move is part of a broader initiative designed to ease the financial burden on students and families, while also encouraging access to education for those who must travel or live outside their municipalities to attend university.

€100 Direct Support for Students

The government, currently under a caretaker mandate, approved the proposal by the Ministry of Finance to execute the €100 payments for students with the start of the new academic year. The total cost of this measure is expected to reach around €6 million, which will be funded through Kosovo’s Economic Recovery Program.

The acting Minister of Finance, Hekuran Murati, confirmed that the decision follows similar actions taken in previous years, and that the funds will be distributed in coordination with universities and relevant institutions.

“As mentioned, we are allocating €100 for students who meet the eligibility criteria, similar to previous measures. The total cost will be around €6 million, funded by the Economic Recovery Package,” said Murati.

Murati also stated that further details regarding the application process and payment dates will be announced in the coming days, ensuring transparency and accessibility for all students.

Mobility Scholarships for Bachelor Students

Acting Prime Minister Albin Kurti emphasized that this initiative represents more than just short-term financial support—it is a reflection of the government’s commitment to equitable economic growth and social inclusion.

“We have shown that economic growth must be shared with the citizens. When growth is shared, it multiplies. When inequality decreases, aggregate demand rises. In this context, we are approving the allocation of €100 for all eligible students. But our support does not end there—today we are also approving a mobility scholarship for bachelor students,” said Kurti.

According to the Prime Minister, the amount of the mobility scholarship will depend on the distance between a student’s home and their place of study. This initiative is meant to reduce inequality and help students who face higher living and transportation costs due to their geographical location.

Additional Support for Families in Need

Alongside student aid, the government also approved €1 million to implement Measure 3.4 of the Economic Recovery Package—providing food vouchers for families in need. Acting Minister Murati noted that this support program is particularly important during the winter months, when many low-income households face increased expenses.

“The program subsidizes bills for families whose average monthly income per member does not exceed €150. Last year, over 80,000 families benefited from this measure, and they will not need to reapply,” Murati clarified.

This initiative ensures continued assistance to the most vulnerable citizens, aligning with the government’s broader social and economic policies.

Support for Educational Materials

In addition to direct financial support, the Ministry of Education, Science, Technology, and Innovation has also received approval for additional funding to subsidize textbooks and educational materials.

The acting Minister of Finance explained that the program aims to support families during the academic year, particularly those with limited financial resources.

“It is essential to conclude this process for the current academic year. The government continues to do its best to reach as many families as possible, though state mechanisms have limitations. This is why we are allocating an additional €1 million. The same program will continue through the winter months, from October to March,” Murati added.

A Step Toward Inclusive Economic Recovery

Kosovo’s latest financial decisions reflect an ongoing effort to balance economic growth with social welfare. By investing in students and vulnerable families, the government aims to create a fairer economic environment and empower the younger generation through education.

The combined package—covering student aid, mobility scholarships, and family support—demonstrates the administration’s focus on sustainable development and the distribution of economic growth benefits across all layers of society.

For thousands of students across Kosovo, these measures bring both immediate relief and a renewed sense of opportunity as they begin the new academic year.
