The General Directorate of Customs of Albania welcomed representatives from the Directorate-General for Taxation and Customs Union (DG TAXUD) and all CEFTA parties in Tirana for the inaugural official meeting of the Advisory Body on Customs Cooperation in Tariff Classification and Rules of Origin.
This landmark meeting reflects Albania’s commitment to regional cooperation and harmonization with European Union standards, a key priority highlighted by Genti Gazheli, General Director of Customs, in his opening remarks.
“The establishment of this Advisory Body is one of the most important achievements of Albania’s CEFTA Presidency. It supports the strengthening of cooperation and the creation of a more predictable trade environment,” stated Gazheli.
Key Outcomes of the Meeting
The meeting also marked the successful conclusion of Albania’s CEFTA Presidency, which delivered significant milestones in regional trade facilitation and customs alignment. Key accomplishments include:
-
Implementation of New Rules of Origin (PEM Convention)
CEFTA members agreed on the application of updated origin rules, providing clarity and consistency for cross-border trade. This move enhances transparency and predictability for businesses in the region. -
Mutual Recognition of Authorized Economic Operators (AEOs)
The mutual acknowledgment of AEOs simplifies customs procedures, reduces administrative burdens, and fosters trust between national customs administrations. -
Customs Cooperation in E-Commerce and Digital Data Exchange (SEED+)
Emphasis was placed on digital trade, enabling faster, safer, and more efficient electronic customs clearance. The SEED+ platform supports the exchange of digital data, streamlining cross-border e-commerce operations. -
Expansion of Green Lanes for Faster Goods Movement
Green Lanes, which prioritize the rapid transit of goods, were extended both regionally and in alignment with the European Union. This initiative reduces delays, enhances trade efficiency, and strengthens the integration of regional supply chains.
Regional Impact and EU Alignment
The creation of the Advisory Body and the recent CEFTA achievements underscore Albania’s proactive role in promoting regional integration and alignment with EU standards. By enhancing cooperation in tariff classification, rules of origin, and digital trade, Albania contributes to a more predictable and business-friendly trade environment for the Western Balkans.
The meeting also provided a platform for dialogue among customs authorities, fostering knowledge exchange and capacity building. Such collaboration is crucial for implementing harmonized procedures and modernizing customs practices across the region.
Looking Ahead
With Albania’s CEFTA Presidency concluded, the focus now shifts to sustaining the momentum gained. The Advisory Body is expected to continue playing a pivotal role in coordinating regional efforts, ensuring effective implementation of trade facilitation measures, and promoting regulatory convergence with the European Union.
Genti Gazheli highlighted the importance of ongoing collaboration, noting that the Advisory Body is a foundation for future joint initiatives that will enhance the competitiveness of CEFTA countries in the global market.
Conclusion
The inaugural Advisory Body meeting marks a significant step for regional customs cooperation, trade facilitation, and EU integration. Albania’s leadership during its CEFTA Presidency has strengthened regional partnerships, streamlined customs processes, and advanced digital trade initiatives. The outcomes of this meeting are expected to have lasting benefits for businesses, governments, and consumers across the Western Balkans.
