So far 31 people have been arrested in connection with the aftermath of the November 26 earthquake, charged with "illegal construction", "abuse of office" and "falsification of documents". Imeraj said that during the investigation, different data compared to the data found on the ground were found regarding the buildings.

"It has also been investigated to see if builders or subcontractors have meticulously implemented project details enabling their actions to have consequences," Imeraj said. "The prosecution is investigating all the objects that have been declared  uninhabitable to find the responsible persons."

Imeraj added that investigations will continue not only for the areas of Vora, Kashar and Farka, which have been investigated so far, but also for all buildings in Tirana that have been found uninhabitable. Investigations are ongoing for Dajt administrative unit as well as for buildings in Kamza Municipality.

Ymeraj, said that in the documentation of these constructions lacks seismic studies, technical opposition and other technical documents, as well as the findings held by former municipal officials of Kashar and Farka.

He added that even in the subcontractors' files there are deficiencies in documentation such as facility inspection and records of the tests of concrete and iron used in the facilities. In some cases is also missing the permit for use of the facility issued by the administrative unit.

Investigations were also made of buildings built before 1990, in which the structure on the first floors has been violated, leading to the detention of the responsible persons.
