 Just minutes after the news that the professor Oltian Rrumbullaku has been appointed at today's meeting of the Council of Ministers as Deputy Minister of Education, he has been accused of plagiarism.

Former Deputy Minister of Education, Taulant Muka, has published the plagiarism of Rrumbullaku on Facebook. According to Muka, he published the article, "VAT Threshold and Some Implications in Albania" in 2010 in the Chinese Journal of the US-China Public Administration. Muka says the lecturer's scientific article of Rrumbullaku is 100% copied, and the only difference according to him is the exchange of currency from dollars to leks.

“Oltion Rrumbullaku, just appointed Deputy Minister of Education, with only one article 100% copy - just changed the currency from Dollars to Lek! The Google Scholar database shows that Oltion Rrumbullaku has been appointed today as the new Deputy Minister of Education, although he is a professor at the University of Tirana, has only one "scientific" article - "VAT Threshold and Some Implications in Albania" published in 2010 in the Chinese Journal of the US-China Public Administration (ISSN 1548-6591 October 2011, Vol. 8, No. 10, 1149-1155).

A quick search reveals that most of Mr. Rrumbullaku should be 100% a copy of The Modern VAT book by Laim P. Ebril. The only difference, as can be seen in the pictures, is the replacement of the Dollar with the Lek. Furthermore, Mr. Rrumbullaku concludes with conclusions from another issue of Marko Abraha Gebre-Egziabher at the University of Ethiopia. How can this government continue to make fun of Albanians? This policy is fatal to the country's education, science and future,” writes Muka.

But immediately after Muka's accusation, Deputy Minister Rrumbullaku reacted, writing on social media: “Taulant, give me an email to send you my 340-page book, check it out a bit. A book I've been working on for 4 consecutive years and serving thousands of professionals in the field."

Meanwhile, Muka's response came in a few hours, writing: “Olti, I was waiting to comment on the public case. You are already in the Ministry, you have anti-plagiarism software that is paid by the citizens of Albania. You can't write academic books when you haven't written a single article, it's the "A" in higher education. Your comment indicates the importance of my post and the urgent need for Albania for people with experience in science!”
