Over 11,000 Albanian police employees to officially go through the Vetting Process

 Has started officially the Vetting process for the Police. 11 thousand employees of the State Police have to submit the self-declaration forms within the a 30-day deadline, while the Foreign Evaluation Commission is expected to be established.

Deputy Minister of Internal Affairs, Julian Hodaj during an interview Albanian Telegraphic Agency stated that "on April 5 entered officially into force the law on the transitional and periodic evaluation of the employees of the State Police, the Guard of the Republic and the Service for Interior Matters and Complaints in the Ministry of Interior ", or as widely known as Vetting in the Police, where 11,000 State Police employees will participate ... etc.

"This law foresees that an evaluation commission should be set up, and in order to assist police officers to fill out and to be clear about the completion of the self-declaration form, working groups have been established in all police directorates, as the form will be filled out by all police officers without exception and everyone should be clear about what they should declare. Initially, 300 high-ranking police officers will submit the self-declaration, followed by the lowest levels according to the foreseen formula. The Foreign Evaluation Commission is expected from the beginning of May, when the self-declaration process closes to assess the figure of police officers, removing from the ranks of the police those that will result with problems," said Hodaj.

"The assessment process in the State Police, the FDA and the Guard of the Republic, aims to support the healthy part of these institutions by removing the infected part having problems with the law, aiming to lay the foundations for building a future police force." Said Hodaj.

"The process relies on three criteria, purity of the image, wealth and professional skills. The idea is that all employees will be checked, from the head of staff to the most simple employee, "said Hodaj.

"The ranks system divides these employees into three categories, top rankings where there are 300 employees, the medium, 3 thousand employees and low where about 9 thousand employees are involved. Initially, the top ranks will be evaluated, ie top executives. For a high ranking assessment, will be used a Commission if the law that is called the Foreign Commission, who are members from outside the State Police system. In particular, 5 members come from HIDAAI, 5 members from the professors, and 5 members are selected by competing members. The second phase is the Central Evaluation Commission that will have 45 members, 30 of which will be added by the police who have passed Vetting in the first phase. At the last stage, the evaluation committee will have 135 members, which will be added by the police who successfully passed the second phase." said Hodaj.

"And then these commissions cease to function and the ICAU continues the periodic checks every three years." said Hodaj.
