Venice Commission: 2/3 or 3/5, Both Valid Options

  • Venice Commission's experts could not resolve the impasse between the political parties on Judicial Reform that is to vote with 2/3 or 3/5 of the Parliament the leaders of justice.

At the end of their visit in Albania, in a press conference they said that both cases fulfill the standards.

'The must controversial issue was the majority that can be used for electing the leaders of various institutions. Experts suggested to use 3/5th of the Parliament, the opposition 2/3rd. Both options are within the European standards, so there is no reason for an intervention from the Venice Commission," declared the Head of the Delegation, Tomas Marked.

But the majority issue is not the only thing as regards Constitutional amendments, according to Merkert: “We must make sure that the candidates fulfill the standards. There are several options for resolving this situation and I think that the political parties in Albania should agree," he underlined.
