Tirana Prosecution is suspicions that the former minister of Labour and Social Affairs, Spiro Ksera, who is detained on Friday evening, has committed the crime of "theft through abuse of office" through fictitious procedures organization of several social and cultural activities during 2013.

Tirana Prosecution, Task Force Unit,  has conducted investigations on the basis of the charge of Supreme State Audit. Within the procedural actions reasonable suspicion have been revealed that the former minister Ksera, in his capacity as President of the Procuring Entity, in collaboration with the former director of Cabinet, Kleves Bitro, with the support of several other officials have stolen 30 million new Lek form state budget.

These financial sum were granted by former seniors of Labour Ministry in the framework of some activities on some different social layers, but actually these events have not been realized, or has been realized with much lower cost than those recorded in documents .

On the basis of procedural actions, resulted that payments are issued for activities that are not conducted, as follows:

1- "Priority of minorities - Equity Rights";

2- "Overcome Prejudice - Know Roma";

3- "We Challenge all Together";

4- "Different but Equal";

5 Social Inclusion - Social Justice "

6- "Third age, Value to Society.".
